I totally agree with what is said above. As the owner of a webdesign company,Big Cloud Media, my customers usually tell me about what past web-designers had done or didn't do for them and alot of the issues mentioned above came up.
It is for this reason that we offer full-service when we design websites including maintenance and upgrade services as well as a no-cost consultation regarding all of the online tools our clients may have a use for and why. This takes all the guess work out of the process and ensures that our clients remain happy with the site.
The following guidelines are great for choosing a webdesigner. I have been on both sides of this topic and seen some pretty interesting sites but it all boils down to what the client wants and how the web-designer is going to get them what they want.

I couldn't agree more! There is so much more to website design than the visual. Visual aesthetics are great, but need to be complimentary; made with consideration to the technical aspects of being FOUND. My company recently met with a business which has had a website for over 10 years. However, a google search for the site netted zero results; nothing. All good points, but one thing to mention in addition the points above is that you don't want someone who is a jack of all trades. They have to have a specialty. For example - our company Neon Rain, which is a Denver Website Development company, focuses on website design and website development. We aren't full service, we focus on digital aspects of graphics (we don't do photography or print), and we are really good at building web applications.
By focusing and getting really good at the development aspect of building web applications and e-commerce sites that convert, we've carved a great niche. In essence, you don't want a company that can do everything from fix your tv, to build your website, to unclog your toilet. Make sure you find someone that is really good at what they do.
Experts in the field should be able to prove their reptuation by their work and their clients. Don't just take someone's word for it.
